Canada's intelligence agency has flagged Khalistani extremists as an ongoing national security threat, citing their involvement in violent activities and fundraising from unsuspecting community members.

The Canadian Security Intelligence Service (CSIS) released its 2025 annual report, which noted that some Khalistani extremists were well-connected to Canadian citizens who leveraged Canadian institutions to promote their violent agenda.

CSIS stated that there were no Khalistani extremist-related attacks in Canada in 2025, but emphasized that a small group of individuals used the country as a base to promote, fundraise, or plan violence primarily in India.

The report also highlighted the 40th anniversary of the Air India Flight 182 bombing, which remains the deadliest terrorist attack in Canadian history, killing 329 people, mostly Canadians.

CSIS continues to include India among the main perpetrators of foreign interference and espionage against Canada, along with China, Russia, Iran, and Pakistan.
