Andhra Pradesh Government Accused of Misleading Legislature on Borrowings

Leader of Opposition in the Andhra Pradesh legislative council, Botsa Satyanarayana, has accused the state government of presenting an incomplete and inaccurate record on borrowings in the last two years.

The government allegedly understated borrowings made during FY2024-25 and 2025-26, and omitted key components in its reply to starred questions by YSRCP MLCs.

The actual net liabilities are about ₹81,082 crore, leaving a gap of more than ₹20,500 crore, according to the CAG audited Finance Accounts.

Borrowings under Ways and Means Advances from RBI and net liabilities under public account were not included, despite being classified as internal debt in official records.

The government's claims of there being no off-budget borrowings in 2025-26 were also disputed, with Botsa claiming that government-backed corporations have been allowed to raise loans with state guarantees.

The leader of opposition requested the governor to intervene and ensure corrective action, including withdrawing the reply and replacing it with accurate figures.
