The Delhi government has released a draft electric vehicle policy that proposes to make electric two-wheelers mandatory from April 1, 2028. The policy aims to phase out internal combustion engine vehicles from the city's roads by 2030.
The policy offers incentives for buying electric vehicles, including zero road tax and registration fee for vehicles priced up to ₹30 lakh. Scrapping incentives are also available for old vehicles, with an additional ₹1 lakh for cars priced up to ₹30 lakh.
The policy also proposes a phased reduction in incentives for electric two-wheelers based on battery size, with a maximum of ₹30,000 in the first year. Hard deadlines have been set for registration of new vehicles, with only electric three-wheelers and auto-rickshaws allowed from January 1, 2027, and all two-wheelers from April 1, 2028.
The policy also targets commercial fleets and government vehicles, with a ban on new petrol and diesel vehicles in aggregator and delivery fleets from January 1, 2026. All new government vehicle purchases will be electric, and 30% of school buses must be electric by 2030.
The government has earmarked a total outlay of ₹3,954 crore for the policy, including ₹1,236 crore for purchase incentives and ₹1,000 crore for charging infrastructure development.
