India's military doctrine has been land-centric, but with China shifting to a sea-centric approach, New Delhi is focusing on maritime security. The Andamans and Nicobar Command provides a strategic chokehold on major sea lanes, and expansion of bases is crucial to protect the country's backyard and deter rivals.
Gen Bipin Rawat envisioned Campbell Bay in Great Nicobar as a transshipment hub and military base, while expansion of bases at INS Jatayu, INS Baaz, and INS Kohassa is necessary to enforce sea denial and protect oil and cargo trade. However, bureaucratic delays and land acquisition issues hinder progress.
India must develop its capabilities in the Indian Ocean Region independently, as the US is less interested in the QUAD. With three nuclear ballistic missile submarines deployed and a fourth to be commissioned next year, India has a robust sea-based deterrence. Long-range missiles in island territories ensure a robust response to any adversary.
