The Indian government has introduced stricter rules for homestays and bed-and-breakfasts following a recent rape case involving an American tourist in Kodagu.
The new regulations require all homestays to obtain registration from the state tourism department and display valid licenses and registration certificates prominently.
Additional checks on staffing and surveillance have also been implemented, including background verification of staff, CCTV cameras in reception areas, and integration with the police department's e-beat system.
Operators must maintain detailed records of guests and undergo training on gender sensitisation and legal provisions.
District administrations have been instructed to intensify monitoring, with Deputy Commissioners leading joint inspection teams to conduct random checks and identify unregistered properties.
The measures aim to strengthen monitoring systems and prevent criminal behaviour in homestays, with compliance reports due by May 15, 2026.
