Centre Calls for Unified Approach in Personnel Matters

The Union government has urged states and Union Territories to adopt a 'whole of the government' approach to modernize personnel administration, address procedural delays, and strengthen capacity building across services. Addressing the annual conference of secretaries of states and UTs, Minister of State for Personnel Jitendra Singh emphasized the need for greater coordination and cooperation between the Centre and states to improve public service delivery. Singh noted that governance reforms over the past decade have focused on simplifying rules, leveraging technology, and adopting an outcome-oriented administration. He highlighted the removal of over 1,600 outdated and cumbersome rules, including the requirement of attestation of certificates, and the introduction of objective recruitment reforms such as interview-free examinations. However, Singh expressed concerns over service-related issues, including delays in cadre reviews, and urged senior officials to take ownership in resolving long-pending matters. The Centre has also emphasized the need for openness and cooperative federalism, encouraging states to share feedback candidly and engage proactively with the Centre. Representatives from several states raised operational challenges related to central deputation, cadre reviews, and service management, which the minister acknowledged, but emphasized the importance of uniformity across states. The conference served as a platform for exchanging experiences, flagging operational challenges, and aligning reform priorities among senior personnel administrators from across the country.
