The Enforcement Directorate (ED) has revealed that Al Falah University, a medical institution in Faridabad, employed doctors linked to the Red Fort blast without conducting police verification or scrutiny. The ED, as part of its money laundering probe, has filed a 260-page chargesheet against the university's promoter, Jawad Ahmad Siddiqui, and his charitable trust. The chargesheet alleges that the university generated illicit funds by misrepresenting its accreditation and recognition, and by employing 'on-paper' doctors to obtain necessary approvals. According to the ED, the university's Registrar acknowledged the visit of probe agencies to the campus and the arrests of two doctors, Dr Muzammil and Dr Shaheen, who were associated with the university hospital. The Vice-Chancellor and Principal of the university stated that the appointments of these doctors were recommended by the varsity's HR head and approved by Siddiqui, but no police verification or scrutiny was conducted. The ED has also found that the university's medical college employed doctors on a temporary basis to meet requirements during regulatory inspections. These 'on-paper' doctors were paid significantly lower salaries compared to other doctors of the same designation, and their employment terms were under the control of Siddiqui. The agency has attached the university's land and building, worth ₹140 crore, as part of the probe. The Red Fort blast, which occurred on November 10, 2025, killed 15 people and injured several others. The ED has recorded statements of various persons, including senior executives and faculty members of the university, as part of its investigation. The agency is expected to file an additional chargesheet, as the proceeds of crime are likely to increase since the current probe has taken into account the university's finances only until March 2025.
