India's Dual-Pronged Approach to Tackle Naxalism: Strengthening Governance and Development

The Indian government is taking a comprehensive approach to tackle Left Wing Extremism (LWE) by strengthening local self-governance and development in affected areas. In a written reply to the Lok Sabha, Minister of State for Home Nityanand Rai revealed that the Ministries of Home Affairs and Panchayati Raj are working together to bridge the developmental gaps and ensure livelihoods. A joint survey conducted by the Ministry of Home Affairs in seven LWE-affected districts of Chhattisgarh has collected valuable data on education levels, health indicators, and availability of basic services. This information is helping the Centre and state governments to prioritize development interventions and ensure the rights and entitlements of local communities. The government's efforts have yielded significant results, with 21.3 million title deeds distributed to beneficiaries, including 20.2 million individual titles and 1.04 million community titles. This reflects the government's commitment to strengthening community rights and enhancing participatory governance in LWE-affected areas. Notably, the number of LWE-affected districts has decreased from 126 in 2018 to just eight in December 2025, with only three districts remaining the most affected. This progress is a testament to the government's dual-pronged approach to tackling LWE, which combines security measures with development interventions.
