Newly appointed Bengaluru development minister Krishna Byre Gowda has left for New Delhi after failing to secure changes to the department's jurisdiction.
Gowda, who is expected to meet Congress leaders, is pushing for the Bengaluru Development Authority and the Bengaluru Metropolitan Region Development Authority to be brought under the department's control.
Party leaders said Gowda has argued that responsibility for Bengaluru's infrastructure challenges cannot be separated from authority over the institutions that control planning approvals, land development, and metropolitan expansion.
The dispute has revived tensions around a department that has repeatedly generated friction within the government.
Gowda is accompanied by Congress MLA Rizwan Arshad, who continues to seek induction into the ministry.
