The National Investigation Agency (NIA) has filed a second charge sheet against three more persons in the November 2025 car bomb explosion near Delhi's Red Fort, including an absconding doctor and two overground workers (OGWs) of terror groups.

The absconding doctor, Muzafar Ahmad alias Faraz, is a pediatrician and founding member of al-Qaeda affiliated Ansar Ghazwat-ul-Hind (AGuH), which was responsible for the bomb blast conspiracy that killed 12 people, including the bomber.

The NIA investigation revealed that Muzafar Ahmad was one of the prime architects of the conspiracy, along with co-accused Umer, Muzammil Shakeel, Adeel Rather, and Mufti Irfan.

A non-bailable warrant has been issued against Muzafar Ahmad, and efforts are being made to trace him.

The other two accused, Zameer Ahmad Ahangar and Tufail Ahmad Bhat, are OGWs of terror groups and have been charged under various sections of the Unlawful Activities Prevention Act (UAPA) and Bharatiya Nyaya Sanhita (BNS).

The NIA probe is continuing in the bomb blast, which was part of al-Qaeda affiliated group's 'Heavenly Hind' operation.
