Telangana's Congress government, led by Chief Minister A Revanth Reddy, has completed two years in power despite facing significant administrative, financial, and judicial challenges. When the Congress took over in December 2023, its narrow victory of 64 seats in the 119-member state assembly raised concerns about its sustainability. Revanth Reddy, a relatively new entrant to the Congress, managed to stabilize his government with support from the party's high command. He secured a crucial advantage by luring 10 MLAs from the Bharat Rashtra Samithi (BRS) into the Congress. However, the BRS fought a bitter legal battle against these defections, and a recent Supreme Court order may force at least two defecting MLAs to vacate their seats. Financial constraints have been a significant challenge for the Revanth Reddy government. The chief minister has claimed that the state has to spend one-third of its revenues on debt servicing and another one-third on salaries, leaving only a third for welfare and development initiatives. Despite implementing some of its guarantees, such as free travel for women in RTC buses, the government has failed to fulfill many of its promises, including financial assistance to tenant farmers and payment of unemployment allowance. The Congress government has also faced criticism for several key administrative decisions, including the establishment of the Hyderabad Disaster Response and Assets Monitoring and Protection Authority (HYDRAA) and the Musi River Rejuvenation Project. These initiatives have sparked protests and provided ammunition to the BRS and BJP. On the political front, Revanth Reddy has largely succeeded in pushing the major opposition parties on the backfoot. The BRS, which initially appeared aggressive, lost its steam after drawing a blank in the May 2024 Lok Sabha elections. The party's subsequent defeat in the high-profile Jubilee Hills by-election in November was a massive setback, consolidating Revanth Reddy's position. The Justice P C Ghose Commission's report, which pinpointed irregularities in the Kaleshwaram project, has provided a major boost to the Congress. The chief minister has demanded a CBI probe, bringing the BJP into the frame. The governor's approval for the prosecution of KTR in the Formula-E race scam has further weakened the BRS. As the Revanth Reddy government enters its third year, it must balance fiscal prudence with electoral commitments, navigate legal battles around defections and reservations, and counter a reinvigorated BJP and a recovering BRS.
