A University Grants Commission fact-finding committee has identified 'serious institutional failures' in the death of a 19-year-old student at a government college in Himachal Pradesh's Dharamshala.
The panel found the student was 'disowned by stakeholders' and the college principal only learned of the incident through social media.
The committee discovered that the college lacked statutory bodies, student support systems, and proper mechanisms to handle sensitive cases.
Key findings include the absence of an Internal Complaints Committee and anti-ragging mechanisms, as well as a lack of CCTV coverage and proactive action after a police complaint was made.
The UGC panel has recommended urgent compliance with UGC regulations, reconstitution of committees, and prioritizing mental health support for students.
